The Ministry of Information and Communications issued a set of Code of Conduct on social networks

On June 17, the Ministry of Information and Communications issued Decision No. 874/QD-BTTTT on promulgating the Code of Conduct on social networks.

The set of rules is promulgated to create healthy social networks in Vietnam, ensure personal freedom, business freedom, regardless of treatment of domestic and foreign service providers, suitableWith the standards, practice and international treaties that Vietnam has participated in.

At the same time, the set of rules aims to develop ethical standards for behavior on social networks, educate awareness, create positive habits in user behavior on social networks, contributing toBuild a safe and healthy network in Vietnam.

Subjects of application of the Code are state agencies, cadres, civil servants, officials and employees in state agencies using social networks;other organizations and individuals using social networks;Social network service provider in Vietnam.

The code of conduct for organizations and individuals is: Understanding and complying with the provisions of guiding and using social networking service providers before registering and participating in social networks.Should use full name, real name of the organization, agency and register with service providers to authenticate brand name, website address, contact clue when participating, using the networksociety.

Organizations and individuals also need to take self -management and security measures to social media accounts and quickly notify the authorities and service providers when the organization and individual accounts are lost.Control, fake, taking advantage of unhealthy purposes, affecting national security and social order and safety, affecting the legitimate rights and interests of organizations and individuals.

Organizations and individuals sharing information with orthodox and reliable sources;have acts and behaviors suitable to the ethical, cultural and traditional values ​​of the Vietnamese nation;Do not use words that cause hatred, incite violence, distinguish regions, gender and religion;failing to post the contents of law violations, information insulting honor and dignity, affecting the legitimate rights and interests of organizations and individuals;use offensive language, violate the traditions and customs;Tung fake news, false news;advertising, illegal service business ... causing pressing in public opinion, affecting social order and safety.

The rules of conduct encouraging the use of social networks to propagate and promote the country, people, and good cultures of Vietnam, share positive information, good examples, good deeds;mobilize relatives in family, friends, people around to participate in education, protect children and minors using social networks safely and healthy.

Code of conduct for cadres, civil servants, officials and employees in state agencies are: cadres, civil servants, officials and employees in the State agencies to implement the prescribed contents as fororganizations and individuals;Implementing the rules of agencies and organizations on providing information on social networks.

Cadres, civil servants, officials and employees in state agencies also need to notify the managing agency in order to promptly handle, answer and solve when there are mixed opinions and information,Information violations are related to the functions, tasks, powers and management fields of cadres, civil servants, officials and employees.

In addition, the Code also stipulates conduct for state agencies;Social network service provider.

Agencies and organizations based on current legal documents and this set of rules implement and disseminate the contents of the Code in accordance with the functions, tasks, powers and characteristics.of their own agencies and organizations, focusing on ensuring safety and health for the weak when using social networks.

Users and social networking service providers are encouraged to fully implement the contents of the set of rules and propaganda, widely disseminated to other organizations and individuals using social networks.The decision takes effect from the date of signing.
